Jim Younkin, MBA, FACHDM

Federal Health IT & AI Systems Architect
After more than a decade in health IT consulting and hospital operations, Jim brought that experience to central Pennsylvania. He served as director and later CIO at a rural community hospital, then joined Geisinger before founding KeyHIE, Pennsylvania's first regional health information exchange, serving 4M+ patients across rural and underserved communities throughout central and northeast Pennsylvania. A native to the region, he also led telehealth initiatives built specifically to reach populations with limited access to care. That history shapes how Mosaic Life Tech approaches rural health AI governance — with direct knowledge of the communities, the infrastructure challenges, and what it takes to make technology work there.

Our Commitment to Rural Health
Our commitment to rural health runs deeper than a service line. Jim founded Pennsylvania's first regional health information exchange to connect rural and underserved communities to the care infrastructure that larger systems take for granted. That work taught us that technology serves people best when it's designed for their specific reality: limited IT staff, thin infrastructure margins, and populations that have historically been underserved by healthcare innovation.
The Rural Health Transformation Program represents a historic federal investment in these communities. As AI tools become part of how rural health organizations deliver care and manage their programs, governance matters more in these settings, not less. Organizations with fewer resources can't absorb governance failures, and the patients they serve deserve the same oversight standards as any major health system. That's work we're built for.
